Town Administrator's Office
The Town Administrator is appointed by the Town Council and serves as the administrative head of the town government. The administrator directs and manages the operations of the town under general direction from the Mayor and the Town Council. The administrator's duties include management and oversight of all town departments and functions, direct supervision of the town's staff, and coordination of special projects. The Town Administrator is also responsible for the implementation of all policy set by the Council, and preparation of the annual budget. Work may either be performed by the incumbent or delegated to subordinate staff.

Haywood Cloud, Jr. was appointed Town Administrator in March of 2008. He holds a B.A. in Political Science(Concentration in Public Administration) from Winston-Salem State University. He also holds a Masters Degree in Public Administration from North Carolina Central University, and has sucessfully completed and received a certificate in Municipal Administration from the School of Government at The University of North Carolina at Chapel Hill. Prior to Green Level, Mr. Cloud served as the Zoning and Subdivision Administrator for the City of Burlington, North Carolina, and as a Senior Planner for the City of Greensboro, North Carolina. His municipal experience spans a period of 12 years.

Sandra McCollum was promoted to the position of Town Clerk in January 2003. She has also worked for the town as a secretary and is one of the longest tenured employees of the town. She is the keeper of all town records, coordinates the council agendas, works as the town's personnel officer, and assists the Town Adminstrator with assigned projects.
Sandra serves as the chairperson of the Town's Beautification Committee, is the "official" town hall decorator, and is active in her church choir.
Hazel Walker serves as the Town Secretary. Her duties include but are not limited to answering incoming phone calls, processing water payments, and other needed customer service duties.
Willie Golden serves as the Town Custodian/Maintenance Person and his duties include maintenance of the Town Hall, mowing the Town Hall property and right-of-ways, delivery of packages to elected and appointed officials, and any other duties as assigned by the Town Administrator.
